This prevents a common failure: one unresolved comment hiding inside an otherwise complete resubmittal and triggering another full review cycle.

Build a comment-response matrix

For each correction, record the original wording, the source page or reference, the assigned owner, the planned response, the changed document, and the final verification status. Keep the matrix aligned with the jurisdiction's numbering.

When a requirement is ambiguous, document the clarification request and the person who answered it. Verbal guidance without a traceable record is fragile evidence.
