Cochise County’s updated codes and permit exemptions are now in effect

Effective date: September 1, 2026. New county applications use updated code editions, alongside expanded conditional residential permit exemptions.

September 2026 retrospective

New permit applications in Cochise County’s jurisdiction have followed updated construction codes since September 1, 2026. The county announced the change July 15 after adoption of Resolution 26-23, so this is a September implementation update.

The package replaces most of the county’s 2015 international codes with 2024 editions, moves electrical work to the 2023 National Electrical Code and adds the 2024 International Swimming Pool and Spa Code. The county retained the 2012 International Energy Conservation Code.

What project teams should check

Local amendments also expand specified residential permit exemptions. The announcement identifies qualifying detached accessory structures up to 200 square feet, some window and door replacements, nonstructural reroofing and certain like-for-like plumbing repairs. It also reports adoption of the residential-code appendix for tiny houses.

Application timing controls the published transition: submissions before September 1 remain under the previous codes; submissions on or after that date use the updated set.

For a small residential job, check the county’s current exemption criteria before preparing a full permit package. For a larger project, revisit the code summary and local design criteria before relying on an older standard detail. Record which jurisdiction will actually review the work.

The county’s FAQ cautions that work must still meet applicable codes even when a building permit is unnecessary. Zoning requirements also need a separate check. These changes apply in county jurisdiction, and each listed exemption has conditions; a small structure or repair should not be assumed exempt solely from this summary.

Scope and source dates

Announcement published July 15, not September. September 1 is the effective date. County jurisdiction only; exemptions are conditional and do not erase code or zoning requirements.
