September 2026 retrospective
Portland published its residential-code transition notice on September 9, giving builders a filing schedule for the 2026 Oregon Residential Specialty Code. The city updated the notice on October 6 after the new code took effect.
The transition has two parts. Oregon’s Building Codes Division says the new administrative chapter became mandatory October 1, 2026. The construction chapters and appendices have a six-month phase-in, during which applicants may use the 2023 or 2026 edition. The new construction provisions become mandatory April 1, 2027. The state also identifies a specific timing exception for Section R109.1.7, which follows Chapter 11’s April 2027 mandatory date.
What project teams should check
For a Portland project seeking the 2023 edition, the city lists three intake conditions: submit a compliant application through Development Hub PDX by 11:59 p.m. March 31, 2027; answer requests for additional information so staff can assess intake fees; and pay those fees in full before 5 p.m. May 1, 2027.
The practical step is to schedule application preparation, correction responses and payment as separate milestones. Leaving the upload until the last evening can leave little room to resolve a submittal problem.
These are Portland’s published intake requirements. Other Oregon jurisdictions may use different submission procedures. Confirm the chosen edition and applicable administrative requirements with the permit office, and use the state’s adopted-code materials when coordinating the construction documents.
